verbal irony

A literary effect created when a speaker, narrator, or character says one thing but means another (sometimes unintentionally). The difference between what is said and what is meant creates a sense of surprise (often humorous) that draws attention to the words themselves. Sarcasm is the lowest form of verbal irony, but on higher levels, verbal irony can create profound drama and suspense.
